Step 1 - Define Outcomes, Not Outputs
What does success look like 90 days after launch? Not "the website is live", that's an output. Outcomes are measurable business changes: lead volume increased by X%, conversion rate improved by Y%, support tickets decreased by Z%.
Without defined outcomes, you can't evaluate trade-offs. When the project runs long and something must be cut, how do you decide what stays? Outcomes provide the filter. Features that directly drive outcomes are protected. Everything else is negotiable.
Example: "Increase qualified lead submissions by 40%" is an outcome. "Build a contact form" is an output. The outcome tells you whether a simple form or a multi-step qualification wizard is the right solution.
Step 2 - Map Decision Rights Before Bottlenecks Form
Identify decision makers (final authority), approvers (sign-off required), and subject matter owners (input only). Prevent "drive-by opinions" by defining roles upfront.
The most common project delay isn't technical, it's waiting for decisions. When three people think they have veto power over the homepage design, you get three rounds of revisions and a timeline that slips by weeks.
Example: For brand decisions, the CMO has final authority. For technical architecture, the CTO. For legal compliance, General Counsel. Document this before the first design review, not during the third revision cycle.
Step 3 - Map Journeys That Drive Revenue
Define core journeys: how visitors become leads, browsers become buyers, prospects become trials. Examine each step for drop-off risk and conversion requirements.
A sitemap shows pages. A journey map shows intent. The difference matters because pages that look complete on a sitemap often lack the conversion logic that makes them functional.
Example: The "Request a Demo" journey includes: landing page → form → confirmation → email sequence → calendar booking → reminder → follow-up. Each step needs content, logic, and integration. A sitemap shows one page. The journey reveals seven touchpoints.
Step 4 - Inventory Content Gaps Early
What content exists? What's accurate? What's missing? Map messages to journey stages. Reveal the content production burden proposals ignore.
Content is the most underestimated dependency in website projects. Design and development can proceed on schedule whilst content remains "in progress"—until launch day arrives and half the pages are empty.
Example: A 50-page site redesign requires: 50 pages of copy, 30 product descriptions, 15 case studies, 200 images, 10 videos. Who writes it? Who approves it? By when? If the answer is "marketing will handle it," you've identified a risk, not a plan.
Step 5 - Convert Features Into Testable Requirements
"User dashboard" becomes: users can view order history, update profile information, download invoices, track shipment status. Each with acceptance criteria defining "done."
Vague features create scope disputes. "The dashboard should show relevant information" means something different to every stakeholder. Testable requirements eliminate interpretation.
Example: Instead of "users can manage their account," specify: "Users can update email address (requires verification), change password (minimum 12 characters), update billing address (validated against postal database), and download invoices as PDF (last 24 months)."
Step 6 - Specify Integration Contracts and Failure Modes
Define source of truth per dataset. Specify sync strategy. Document what happens when APIs fail. Assign ownership for monitoring and response.
Integrations are where projects die. The proposal says "CRM integration" as if it's a single task. Reality: authentication, field mapping, sync frequency, conflict resolution, error handling, retry logic, monitoring, and alerting.
Example: For a HubSpot integration, specify: OAuth authentication, bi-directional sync every 15 minutes, HubSpot is source of truth for contact data, website is source of truth for form submissions, conflicts resolved by timestamp, failed syncs retry 3x then alert ops team via Slack.
Step 7 - Set Non-Negotiable Performance and Security Standards
Performance budgets: homepage loads in under 2 seconds on 4G. Security constraints: all data encrypted in transit and at rest. Accessibility requirements: WCAG AA compliance.
These standards must be defined upfront because they constrain technical decisions. You can't add performance to a slow foundation. You can't bolt security onto an insecure architecture. You can't retrofit accessibility into an inaccessible design.
Example: Performance budget: Largest Contentful Paint under 2.5s, Cumulative Layout Shift under 0.1, Time to Interactive under 3.5s. Security: TLS 1.3, CSP headers, no inline scripts, dependency scanning in CI/CD. Accessibility: WCAG 2.1 AA, keyboard navigation, screen reader testing.
Step 8 - Map Dependencies and Make Assumptions Explicit
Identify the critical path. Define sign-off requirements. List assumptions: content delivered on schedule, stakeholders available for weekly reviews, API documentation accurate, no major scope changes after approval.
Every estimate is based on assumptions. When assumptions aren't documented, nobody knows why the estimate was wrong, only that it was. Documented assumptions create accountability and enable course correction.
Example: "This estimate assumes: client provides final content by week 4, API documentation matches production behaviour, design approval takes no more than 2 revision cycles, staging environment available by week 6. If any assumption proves false, timeline and budget will be re-evaluated."

Scope & Clarity
- What is explicitly out of scope? Out-of-scope items should be listed as clearly as in-scope items.
- What are the acceptance criteria for the functionalities? If functionalities lack testable criteria, you’ll argue about whether they’re done.
- Where are edge cases documented? What happens when data is missing, users behave unexpectedly, or systems are unavailable?
- What decisions are still open? Open decisions are schedule risks. Who decides, by when, and what if delayed?
- What assumptions would change cost/timeline? Estimates are based on assumptions. Are they realistic?
Stakeholders & Governance
- Who owns final approval per area? Brand, content, legal, data architecture, security, each needs a named decision maker.
- What’s the escalation path for disagreements? Who has final authority? What’s the timeline?
- Who is accountable for content readiness? Who’s writing it? Approving it? When delivered?
- Who signs off on measurement? Analytics requires decisions about what to track and how.
- What is the change-control rule? How are scope changes requested, evaluated, and approved?
Architecture & Integrations
- Which system is source of truth per dataset? When data exists in multiple systems, which wins?
- How do failures show up? Are there alerts, logs, dashboards? Or do you discover problems when customers complain?
- What data migration risks exist? Data quality? Transformations required? Validation needed?
- What third-party scripts are allowed? Each script is a performance and security risk. What requires approval?
- What performance/security standards are non-negotiable? Page load targets, uptime requirements, encryption standards, defined upfront or discovered during QA?

The question isn’t whether to plan, it’s how deeply. The depth should match the cost of getting it wrong.
